اعتماد إعلان سياسي في الجمعية العامة خلال اجتماع رفيع المستوى لدعم الاستجابة للإيدز

خلال اجتماع رفيع المستوى، اعتمدت الجمعية العامة للأمم المتحدة إعلانا سياسيا جديدا يهدف إلى توجيه الاتجاه المستقبلي للاستجابة لمرض نقص المناعة البشرية/الإيدز.
واعتُمد الإعلان بأغلبية 165 صوتا فيما صوتت أربع دول ضده، بما فيها الاتحاد الروسي، معترضة على نص الإعلان، الأمر الذي حال دون اعتماده على النحو التقليدي بتوافق الآراء.
وخلال ثلاثة أيام ( حزيران/يونيو 2021) سيجتمع قادة الدول وصنّاع القرار على أعلى المستويات، وأولئك الذين هم في الخطوط الأمامية للاستجابة للإيدز وممثلون من المجتمع المدني وأكاديميون وشباب لمراجعة التقدم المحرز في الحد من تأثير فيروس نقص المناعة البشرية منذ آخر اجتماع رفيع المستوى للجمعية العامة للأمم المتحدة، بشأن فيروس نقص المناعة البشرية والإيدز في عام 2016.
40 عاما على ظهور إصابات بالإيدز
يأتي الاجتماع في لحظة تاريخية للاستجابة للإيدز، بعد 40 عاما من ظهور الحالات الأولى لفيروس نقص المناعة البشرية، و25 عاما منذ إنشاء برنامج الأمم المتحدة المشترك المعني بفيروس نقص المناعة البشرية/الإيدز.
وقال رئيس الجمعية العامة، فولكان بوزكير، إن أشواطا كبيرة قطعت منذ الإبلاغ عن أول حالة إصابة بالإيدز قبل أربعة عقود. وانخفضت الوفيات المرتبطة بالإيدز بنسبة 61 في المائة منذ ذروتها في عام 2004.
لكنّه أشار إلى أنه منذ الاجتماع رفيع المستوى في عام 2016، حققت عشرات البلدان – أو تجاوزت – الأهداف المحددة لتسريع الاستجابة للإيدز وتسريع التقدم نحو إنهاء جائحة الإيدز. “يجب الإقرار بهذا النجاح”.
لكنّه حذر قائلا إن الأهداف العالمية التي تم تحديدها قبل خمس سنوات لم تتحقق، بسبب قلة الاستثمار.
وأضاف يقول: “الحقيقة المأساوية هي أن أكثر الفئات ضعفا هي الأكثر تضررا من فيروس نقص المناعة البشرية. إنهم (أفراد تلك الفئات) أكثر عرضة للتخلف عن الركب، فالإيدز لا يشكل فقط مشكلة صحية، بل يمثل تحديا إنمائيا أوسع”.
معظم الإصابات بين النساء والفتيات
في العام الماضي، كان نصف الأشخاص الذين أصيبوا بمرض نقص المناعة البشرية حول العالم، نساء وفتيات: ست حالات من بين كل سبع حالات إصابة جديدة بالعدوى في صفوف الشباب الصغار (15-19 عاما) في أفريقيا جنوب الصحراء الكبرى – من فتيات.
وقال بوزكير: “الشابات أكثر عرضة للإصابة بفيروس نقص المناعة البشرية بمقدار الضعف مقارنة بالشباب. هذا غير مقبول”.
ودعا إلى ضرورة أن تكون كل فتاة حرّة في ممارسة حقوقها الإنسانية الأساسية، واتخاذ قراراتها، والحياة بحرية بعيدا عن الخوف من العنف القائم على النوع الاجتماعي، وأن تُعامل بكرامة واحترام.
وقال في ختام كلمته: “يجب أن نتخذ إجراءات عاجلة لضمان المساواة في الحصول على العلاج إذا أردنا منع 12 مليون شخص- يعيشون الآن مع فيروس نقص المناعة البشرية- من الوفاة لأسباب مرتبطة بالإيدز”.
كما أشار إلى استمرار الوصم والتمييز “مما يزيد من عزلة المهمّشين بالفعل**

During a high-level meeting, the United Nations General Assembly adopted a new political declaration aimed at guiding the future direction of the response to HIV/AIDS.
The declaration was adopted by 165 votes, with four countries voting against, including the Russian Federation, vetoing the text of the declaration, which prevented it from being adopted in the traditional way by consensus.
During three days (June 2021) state leaders, decision-makers at the highest levels, those on the front lines of the AIDS response, representatives from civil society, academics and youth will gather to review progress made in reducing the impact of HIV since the last high-level meeting of the General Assembly United Nations, on HIV and AIDS in 2016.
40 years since the emergence of HIV infections
The meeting comes at a historic moment for the AIDS response, 40 years after the first cases of HIV and 25 years since the creation of the Joint United Nations Program on HIV/AIDS.
The President of the General Assembly, Volkan Bozkir, said great strides had been made since the first case of AIDS was reported four decades ago. AIDS-related deaths have fallen 61 percent since their peak in 2004.
But he noted that since the high-level meeting in 2016, dozens of countries have achieved – or exceeded – the goals set to accelerate the response to AIDS and accelerate progress towards ending the AIDS pandemic. “This success must be acknowledged.”
However, he cautioned, the global goals set five years ago have not been met, due to a lack of investment.
“The tragic reality is that the most vulnerable are the most affected by HIV. They are more likely to be left behind, as AIDS is not only a health problem, but a broader development challenge,” he added.
Most injuries are among women and girls
Last year, half of the people worldwide who contracted HIV were women and girls: six out of seven new infections among young people (15-19 years) in sub-Saharan Africa were girls.
“Young women are twice as likely to be infected with HIV than young men. This is unacceptable,” Bozkir said.
He called for the need for every girl to be free to exercise her basic human rights, make her own decisions, live freely from fear of gender-based violence, and be treated with dignity and respect.
“We must take urgent action to ensure equal access to treatment if we are to prevent 12 million people – now living with HIV – from dying of AIDS-related causes,” he concluded.
