النمو الاقتصادي المستدام والشامل حرك التقدم ويخلق وظائف لائقة للجميع..المعيشة.

يمكن للنمو الاقتصادي المستدام والشامل أن يحرك التقدم ويخلق وظائف لائقة للجميع ويحسن مستويات المعيشة.
وقد أدى كوفيد-19 إلى تعطيل البلايين من البشر وعرّض الاقتصاد العالمي للخطر. ويتوقع صندوق النقد الدولي ركوداً عالمياً سيئاً مثل ركود عام 2009 أو أسوأ. ومع ازدياد فقدان الوظائف، تقدر منظمة العمل الدولية أن ما يقارب نصف القوى العاملة العالمية في خطر من فقدان سبل عيشهم.
وحتى قبل بداية كوفيد-19، كان من المرجح أن تشهد واحدةً من كل خمسة دول – فيها بلايين الناس الذين يعيشون في فقر – ركود أو انخفاض دخل الفرد في عام 2020. والآن، فإن الصدمات الاقتصادية والمالية المرتبطة بكوفيد-19- مثل اضطرابات الإنتاج الصناعي، وانخفاض أسعار السلع الأساسية، وتقلبات السوق المالية، وزيادة انعدام الأمن – تعطل النمو الاقتصادي الفاتر أصلاً، وتضاعف المخاطر المتزايدة من عوامل أخرى.
الاستجابة لكوفيد – 19
تسببت جائحة كوفيد-19 بحدوث ركودٍ تاريخي مع مستويات قياسية من الحرمان والبطالة، مما خلق أزمة إنسانية غير مسبوقة تضرب أشد الناس فقراً.
وفي أبريل 2020، أصدرت الأمم المتحدة إطار عمل للاستجابة الاجتماعية والاقتصادية الفورية لكوفيد-19، كخارطة طريقٍ لدعم مسار الدول نحو الانتعاش الاجتماعي والاقتصادي. يدعو إطار العمل هذا إلى زيادةٍ استثنائية في الدعم الدولي والالتزام السياسي لضمان حصول الناس في كل مكان على الخدمات الأساسية والحماية الاجتماعية. ويتكون إطار عمل الاستجابة الاجتماعية والاقتصادية من خمسة مساراتٍ للعمل:
ضمان استمرار توفر الخدمات الصحية الأساسية وحماية النظم الصحية؛
مساعدة الناس على مواجهة الشدائد من خلال الحماية الاجتماعية والخدمات الأساسية؛
حماية الوظائف ودعم المشروعات الصغيرة والمتوسطة والعاملين في القطاع غير الرسمي من خلال برامج الاستجابة الاقتصادية والإنعاش.
توجيه الاندفاع اللازم في التحفيز الضريبي والمالي لجعل سياسات الاقتصاد الكلي تعمل لصالح الفئات الأكثر ضعفاً، وتعزيز الاستجابات المتعددة الأطراف والإقليمية؛ و
تعزيز التماسك الاجتماعي والاستثمار في نظم المرونة والاستجابة التي يقودها المجتمع. ترتبط هذه المسارات الخمسة باستدامةٍ بيئيةٍ قوية وضرورة المساواة بين الجنسين من أجل إعادة البناء بشكلٍ أفضل.
وقد شدد الأمين العام للأمم المتحدة على أن الإنعاش من أزمة كوفيد-19 يجب أن يؤدي إلى اقتصادٍ مختلف.
وبعيداً عن الاستجابة الفورية للأزمة، ينبغي أن تشكل الجائحة دافعاً للحفاظ على المكاسب والتعجيل بتنفيذ التدابير التي طال انتظارها من أجل وضع العالم على مسار تنمية أكثر استدامةً وجعل الاقتصاد العالمي أكثر مرونةً في مواجهة الصدمات المستقبلية

Inclusive and sustainable economic growth can drive progress, create decent jobs for all, and improve living standards.
Covid-19 has disrupted billions of people and put the global economy at risk. The International Monetary Fund expects a global recession as bad as the recession of 2009 or worse. As job losses increase, the International Labor Organization estimates that nearly half of the global workforce is at risk of losing their livelihoods.
Even before the onset of Covid-19, one in five countries – with billions of people living in poverty – was likely to experience a stagnation or decline in per capita income in 2020. Now, the economic and financial shocks associated with COVID-19 – such as industrial production disruptions. Lower commodity prices, financial market volatility, and increased insecurity – already tepid economic growth has been disrupted, and heightened risks are compounded by other factors.
COVID-19 response
The COVID-19 pandemic has triggered a historic recession with record levels of deprivation and unemployment, creating an unprecedented humanitarian crisis hitting the poorest people.
In April 2020, the United Nations released a Framework for the Immediate Social and Economic Response to COVID-19, as a roadmap to support countries’ path towards social and economic recovery. This framework calls for an exceptional increase in international support and political commitment to ensure that people everywhere have access to basic services and social protection. The Social and Economic Response Framework consists of five lines of action:
Ensuring the continued availability of basic health services and protecting health systems;
Helping people cope with adversity through social protection and basic services;
Protecting jobs and supporting small and medium enterprises and workers in the informal sector through economic response and recovery programs.
Directing the necessary impulse in fiscal and fiscal stimulus to make macroeconomic policies work for the most vulnerable, and strengthening multilateral and regional responses; And the
Promote social cohesion and invest in community-led resilience and response systems. These five pathways are linked to strong environmental sustainability and the imperative of gender equality in order to build back better.
The United Nations Secretary-General has stressed that recovery from the Covid-19 crisis must lead to a different economy.
Far from the immediate response to the crisis, the pandemic should be a catalyst to preserve the gains and accelerate the implementation of long-awaited measures in order to put the world on a more sustainable development path and make the global economy more resilient in the face of future shocks.
