اليوم الدولي للأسر 15 مايو

تضطلع الأسرة بدور فريد في ضمان صحة الأطفال ورفاههم. ويمكن للوالدين تحسين صحة الأطفال من خلال توفير الدعم المعنوي وضمان حصولهم على الرعاية الصحية الوقائية، بما في ذلك التطيعم في الوقت المناسب والحصول على العلاجات اللازمة والمناسبة في أوقات المرض.
والمراد من احتفالية هذه السنة إذكاء الوعي بالدور التي تضطلع به السياسات المعنية بالأسرة في تعزيز الصحة بما يضمن مستقبل مستدام. وسيناقش الأكاديميون والممارسون القضايا المتصلة بالبيئة الأسرية وتلك المتعلقة بخلق توازن بين العمل والأسرة بما يحسن صحة أفراد الأسرة. وستركز المناقشات على دور الوالدين في رفاه الأطفال والشباب، وعلى وجه الخصوص في ما يتصل بالدور الذي يضطلع به الرجل فضلا عن إيلاء الاهتمام لدورة الانتقال بين الأجيال ورفاه المسنيين.
ما فتئت قضايا الأسرة موضع اهتمام متزايد في الأمم المتحدة خلال عقد الثمانينات. ففي عام 1983، وبناء على توصية مقدمة من لجنة التنمية الاجتماعية في دورتها 28، طلب المجلس الاقتصادي والاجتماعي بموجب قراره (1983/33) بشأن الدور الذي تضطلع به الأسرة في عملية التنمية إلى الأمين العام – من بين جملة أمور – أن: يعزز الوعي بين صانعي القرار والجمهور بشأن مشاكل الأسرة واحتياجاتها، فضلا عن الوسائل الفعالة لتلبية تلك الاحتياجات. ودعى المجلس – في قراره (E/RES/1983/23) 29 أيار/مايو 1985 – الجمعية العامة إلى النظر في إمكانية إدراج بند معنون “الأسر في عملية التنمية”بغية النظر في احتمال أن تطلب إلى الأمين العام المبادرة إلى عملية تنمية الوعي العالمي بشأن القضايا المطروحة.
وفي وقت لاحق، دعت الجمعية العامة – بموجب قرارها 42/134 7 كانون الأول/ديسمبر 1987، وبناء على التوصية المقدمة من لجنة التنمية الاجتماعية في دورتها الثلاثين (بناء قرار المجلس الاقتصادي والاجتماعي 1987/42 الصادر في دورته العادية الأولى والمؤرخ في 28 أيار/مايو 1987) جميع الدول الأعضاء إلى: عرض وجهات نظرهم المتعلقة بإمكانية إعلان سنة دولية للأسرة ولتقديم تعليقاتهم ومقترحاتهم بهذا الشأن. كما طلبت إلى الأمين العام أن يقدم إلى الجمعية العامة في دورتها الثالثة والأربعين تقريرا شاملا، بناء على تعليقات الدول الأعضاء ومقترحاتها، بشأن إمكانية إعلان سنة دولية بتلك الصفة، والسبل والوسائل الأخرى المتوافرة لتحسين وضع الأسرة ورفاهها ولتكثيف التعاون الدولي في إطار الجهود الدولية المبذولة للدفع بعجلة التقدم الاجتماعي والتنمية.
أعلنت الجمعية العامة للأمم المتحدة سنة 1994 سنة دولية للأسرة، بموجب قرارها 44/829 كانون الأول/ديسمبر 1989.
وقررت الجمعية العامة أن تكون الأنشطة الرئيسية للاحتفال بالسنة مركزة على الصعد المحلية والإقليمية والوطنية، وأن تساعد فيها الأمم المتحدة ومؤسسات منظومتها.
وعيّنت الجمعية العامة كذلك لجنة التنمية الاجتماعي هيئة تحضيرية للسنة الدولية للأسرة والمجلس الاقتصادي والاجتماعي هيئة تنسيقية لها.
يُحتفل باليوم الدولي للأسر في الخامس عشر من أيار/مايو من كل عام. وقد أعلنت الأمم المتحدة هذا اليوم بموجب قرار الجمعية العامة (A/RES/47/237) الصادر عام 1993، ويراد لهذا اليوم أن يعكس الأهمية التي يوليها المجتمع الدولي للأسر. ويتيح اليوم الدولي الفرصة لتعزيز الوعي بالمسائل المتعلقة بالأسر وزيادة المعرفة بالعمليات الاجتماعية والاقتصادية والديموغرافية المؤثرة فيها.

The family plays a unique role in ensuring the health and well-being of children. Parents can improve children’s health by providing moral support and ensuring that they receive preventive health care, including timely vaccinations and access to necessary and appropriate treatments in times of illness.
This year’s celebration is intended to raise awareness of the role that family policies play in promoting health, ensuring a sustainable future. Academics and practitioners will discuss issues related to the family environment and those related to creating a balance between work and family that improves the health of family members. Discussions will focus on the role of parents in the well-being of children and youth, and in particular in relation to the role of men as well as attention to the intergenerational cycle of transition and the well-being of the elderly.
Family issues were the subject of increased attention at the United Nations during the 1980s. In 1983, and on the recommendation of the Commission for Social Development at its 28th session, the Economic and Social Council, in its resolution (1983/33) on the role played by the family in the development process, requested the Secretary-General – among other things – to: Decision makers and the public regarding family problems and needs, as well as effective means of meeting those needs. In its resolution (E / RES / 1983/23) 29 May 1985, the Council called on the General Assembly to consider the possibility of including an item entitled “Families in the development process” in order to consider the possibility of requesting the Secretary-General to initiate the process of developing global awareness. The United Nations General Assembly declared the year 1994 the International Year of the Family, by resolution 829/44 of December 1989.
The General Assembly decided that the main activities to celebrate the year should be focused at the local, regional and national levels, and that the United Nations and its system organizations would assist them.
The General Assembly also appointed the Commission for Social Development as a preparatory body for the International Year of the Family, and the Economic and Social Council as a coordinating body for it.
The International Day of Families is celebrated on the 15th of May every year. The United Nations declared this day in accordance with General Assembly Resolution (A / RES / 47/237) issued in 1993, and this day is intended to reflect the importance that the international community attaches to families. The International Day provides an opportunity to enhance awareness of family issues and to increase knowledge of the social, economic and demographic processes affecting them.
