دور الدول هو القيام باستجابة صحية قوية مع الحفاظ على حقوق الإنسان

دعت مفوضة الأمم المتحدة السامية لحقوق الإنسان، ميشيل باشيليت الدول إلى تكثيف الاستثمار في الصحة وأنظمة الحماية الاجتماعية، محذرة من أن عدم الوفاء بالتزامات حقوق الإنسان الصحية يقوّض قدرة النظم الصحية على الصمود والتأهب للطوارئ وجهود التعافي.
وقالت باشيليت في تصريحات من جنيف خلال الدورة الـ 47 لمجلس حقوق الإنسان، إن البحث عن طريق واضح “للخروج من أزمة كـوفيد-19 المعقدة نحو مستقبل شامل وأخضر ومستدام ومرن، سيكون عمل هذا الجيل من قادة العالم – أو (سبب) سقوطهم”.
وأضافت أن هذا الوقت كان وقت “الانتكاسات الخطيرة لحقوق الإنسان”، وأضافت أن الفقر المدقع والتفاوتات والظلم آخذ في الازدياد بينما يتآكل الفضاء الديمقراطي والمدني.
وحتى الأسبوع الماضي، تم توثيق أكثر من 176 مليون حالة إصابة بمرض كوفيد-19 حول العالم، وتسجيل أكثر من 3.8 مليون وفاة. ويسلط التقرير الذي عرضته باشيليت الضوء على ضرورة أن يكون دور الدولة خلال الجوائح، وغيرها من الحالات الصحية الطارئة، القيام باستجابة صحية قوية مع الحفاظ على حقوق الإنسان.
الكلفة الاقتصادية للجائحة كانت كارثية
بحسب باشيليت، قدّر عدد الوظائف التي فُقدت بحوالي 255 مليون وظيفة خلال عام 2020، أي حوالي أربعة أضعاف الأرقام التي شهدها العالم خلال أزمة 2008 الاقتصادية. وربما دفعت الجائحة بما يصل إلى 150 مليون شخص نحو الفقر المدقع مع بداية عام 2021، وارتفع الجوع العالمي مع أكثر من 130 مليون شخص أصبحوا أكثر عرضة لنقص التغذية العام الماضي.
وأشارت باشيليت إلى أن نداء الأمين العام للأمم المتحدة، أنطونيو غوتيريش، للعمل على حقوق الإنسان، هو مخطط يربط بشكل وثيق أكثر من أي وقت مضى، ركائز الأمم المتحدة للتنمية والسلام والأمن وحقوق الإنسان…

UN High Commissioner for Human Rights Michelle Bachelet called on countries to step up investment in health and social protection systems, warning that failure to meet human rights obligations to health undermines health systems’ resilience, emergency preparedness and recovery efforts.
In statements from Geneva during the 47th session of the Human Rights Council, Bachelet said that searching for a clear path “out of the complex Covid-19 crisis towards an inclusive, green, sustainable and resilient future will be the work of this generation of world leaders – or (the reason) for their downfall.”
She added that this was a time of “serious setbacks for human rights,” adding that extreme poverty, inequality and injustice were on the rise while the democratic and civic space was eroding.
As of last week, more than 176 million cases of COVID-19 have been documented worldwide, and more than 3.8 million deaths have been recorded. The report presented by Bachelet highlights the need for the state’s role during pandemics and other health emergencies to be a strong health response while preserving human rights.
The economic cost of the pandemic has been catastrophic
According to Bachelet, an estimated 255 million jobs were lost in 2020, about four times the numbers the world saw during the 2008 economic crisis. The pandemic may have pushed as many as 150 million people into extreme poverty by the beginning of 2021, and global hunger has risen, with more than 130 million people becoming more vulnerable to undernourishment last year.
Bachelet noted that UN Secretary-General António Guterres’ call for action on human rights is a blueprint that links ever more closely to the UN pillars of development, peace and security and human rights…
