هيئة الأمم المتحدة قلق إزاء تأثير العنف على الأطفال و النساء
وفي بيان منفصل، صدر عن

مكتب هيئة الأمم المتحدة للمرأة في فلسطين والمكتب الإقليمي لهيئة الأمم المتحدة للمرأة للدول العربية، أعربت هيئة الأمم المتحدة للمرأة عن القلق البالغ إزاء استمرار العنف في الأرض الفلسطينية المحتلة وإسرائيل، ولا سيما استهداف الفئات المدنية وقتل الأبرياء، بمن فيهم النساء والأطفال.
وقال البيان: “تدعو هيئة الأمم المتحدة للمرأة المجتمع الدولي إلى الإحاطة علما بأثر دوامة العنف على الفئات التي تعيش ظروفا هشة، وبخاصة النساء والأطفال العرضة حاليا لخطر الإخلاء القسري في القدس الشرقية وهدم المنازل في غزة”.
ودعت المجتمع الدولي لأن يأخذ بعين الاعتبار ضرورة اتخاذ تدابير تقدم دعما إنسانيا شاملا ومستجيبا لاعتبارات النوع الاجتماعي، بما يتضمنه ذلك من تقديم خدمات الاستجابة إلى العنف القائم على النوع الاجتماعي والصحة الجسدية والعقلية، وخاصة ضمن سياق جائحة كـوفيد-19.
وأضاف البيان: “مع الاعتراف بالطابع غير المتوازن للتصعيد الجاري وعواقبه، تدعو هيئة الأمم المتحدة للمرأة جميع الأطراف إلى احترام حقوق الإنسان وممارسة أعلى درجات ضبط النفس والعمل على إلغاء التدابير التي تسببت في الوضع الحالي”.
وحثت على التوصل إلى هدنة فورية تمهد الطريق لحل سلمي وعادل للصراع الإسرائيلي الفلسطيني وفقا للقانون الدولي وقرارات مجلس الأمن ذات الصلة
وكان مدير عمليات الأونروا في غزة، ماتياس شمالي، قد وجه نداء عبر توتير أيضا يدعو فيه الجميع إلى التوقف عن القصف قائلا إن ذلك ليس الحل!
“بعد ليلة عنيفة من المواجهات العسكرية، يشعر أهالي غزة بالرعب. توقفوا عن إطلاق الصواريخ على إسرائيل! توقفوا عن قصف غزة! هذا ليس حلا. والمدنيون يدفعون الثمن. احترموا كرامتهم!”
اليونيسف: منعطف خطير
وبحسب بيان صادر عن صندوق الأمم المتحدة للطفولة (اليونيسف)، فقد أدى العنف إلى مقتل ما لا يقل عن 14 طفلا في دولة فلسطين وطفل واحد في إسرائيل منذ يوم الاثنين بحسب التقارير. وتفيد التقارير أيضا بإصابة 95 طفلا آخر في غزة والضفة الغربية، بما في ذلك القدس الشرقية، وثلاثة أطفال في إسرائيل في الأيام الخمسة الماضية.
وقالت المديرة التنفيذية لليونيسف، هنرييتا فور: “وصل الوضع إلى منعطف خطير. إن مستوى العنف وتأثيره على الأطفال مدمر، نحن على حافة حرب شاملة. وكما في أي حرب، يعاني الأطفال – كل الأطفال – أولا، وهم الأكثر معاناة”.
ودعت فور جميع الأطراف إلى إنهاء العنف وتهدئة التوتر وقالت: “أحثهم على حماية جميع المدنيين وتجنب الهجمات على البنية التحتية المدنية ووضع حد للانتهاكات ضد الأطفال. أذكرهم بالتزاماتهم بحسب القانون الإنساني الدولي وقانون حقوق الإنسان”.
فيرجينيا غامبا: تداعيات العنف خطيرة وطويلة الأمد
وفي بيان آخر، أعربت الممثلة الخاصة للأمين العام للأطفال والصراعات المسلحة، فيرجينيا غامبا، عن قلقها العميق إزاء دوامة العنف الأخيرة في إسرائيل والأرض الفلسطينية المحتلة، والتي قتل فيها وأصيب مدنيون بجراح، بمن فيهم أعداد كبيرة من الأطفال.
ودعت غامبا جميع الأطراف لضمان حماية الأولاد والبنات من تأثير العنف وممارسة أقصى درجات ضبط النفس لمنع المزيد من تصعيد العنف. وقالت: “إنني أشعر بقلق إزاء التداعيات الخطيرة وطويلة الأمد للعنف على الصحة البدنية والعقلية للأطفال وأناشد جميع الأطراف التحرك فورا لحماية الأطفال”.
وأضافت أن الوقت حان لاتخاذ تدابير ملموسة لتحسين حماية الأطفال والمدارس والمستشفيات من آثار العنف

UN Women Palestine Office and UN Women’s Regional Office for the Arab States, UN Women expressed grave concern about the continuing violence in the Occupied Palestinian Territory and Israel, especially the targeting of civilian groups and the killing of innocent people, including women and children.
The statement said: “UN Women calls on the international community to take note of the impact of the cycle of violence on groups living in vulnerable conditions, especially women and children who are currently at risk of forced evictions in East Jerusalem and home demolitions in Gaza.”
She called on the international community to take into account the need to take measures that provide comprehensive and responsive humanitarian support to gender considerations, including in providing response services to gender-based violence and physical and mental health, especially in the context of the COVID-19 pandemic.
The statement added, “While recognizing the unbalanced nature of the ongoing escalation and its consequences, UN Women calls on all parties to respect human rights, exercise the highest degree of restraint and work to abolish the measures that have caused the current situation.”
She urged the conclusion of an immediate truce that paves the way for a peaceful and just solution to the Israeli-Palestinian conflict in accordance with international law and relevant Security Council resolutions.
The Director of UNRWA Operations in Gaza, Matthias Shamali, made an appeal via Twitter, calling everyone to stop shelling, saying that this is not the solution!
“After a violent night of military confrontations, the people of Gaza are terrified. Stop firing rockets at Israel! Stop bombing Gaza! This is not a solution. Civilians are paying the price. Respect their dignity!”
UNICEF: a critical juncture
According to a statement issued by the United Nations Children’s Fund (UNICEF), the violence has reportedly killed at least 14 children in the State of Palestine and one child in Israel since Monday. Another 95 children have been reported injured in Gaza and the West Bank, including East Jerusalem, and three children in Israel in the past five days.
“The situation has reached a critical juncture,” said UNICEF Executive Director Henrietta Fore. “The level of violence and its impact on children is devastating. We are on the brink of all-out war. As in any war, children – all children – suffer first, and they are the most suffering.”
Foor called on all parties to end violence and de-escalate tension, saying, “I urge them to protect all civilians, avoid attacks on civilian infrastructure and end violations against children. I remind them of their obligations under international humanitarian law and human rights law.”
Virginia Gamba: The repercussions of the violence are grave and long-lasting
In another statement, the Special Representative of the Secretary-General for Children and Armed Conflict, Virginia Gamba, expressed her deep concern about the recent cycle of violence in Israel and the Occupied Palestinian Territory, in which civilians were killed and injured, including large numbers of children.
GAMBA called on all parties to ensure that boys and girls are protected from the impact of violence and to exercise maximum restraint to prevent further escalation of violence. “I am concerned about the dangerous and long-term repercussions of violence on the physical and mental health of children, and I call on all parties to act immediately to protect children,” she said.
She added that it is time to take concrete measures to better protect children, schools and hospitals from the effects of violence
