فاقمت تدابير احتواء جائحة كورونا من الضعف المزمن — بسبب ما يلحق بذلك من تَعَايُرٌ وغياب الأمن والخوف من الانتقام ونقص الخدمات — في الإبلاغ عن العنف الجنسي المتصل بالنزاع. وأدت عمليات الإغلاق وحظر التجول والحجر الصحي والمخاوف من الإصابة بالفيروس أو نقله والقيود المفروضة على التنقل ومحدودية الوصول إلى الخدمات والأماكن المأمونة — حيث أُغلقت الملاجئ وأُعطيت أولية عمل العيادات الطبية للتصدي للوباء، مما زاد من تعقيد الحواجز الهيكلية والمؤسساتية والاجتماعية والثقافية القائمة التي تحول دون الإبلاغ.
أصبحت التدابير الاستباقية لتعزيز بيئة مواتية للناجين للتقدم بأمان وطلب الإنصاف أكثر إلحاحًا من أي وقت مضى.
لقد كشف الوباء عن الأوجه المتداخلة لغياب المساواة الذي ابتليت به مجتمعاتنا، والذي فاقم منه الصراع والنزوح والهشاشة المؤسسية. والحل الوحيد لهذه العلل المتداخلة هو امتلاك التصميم السياسي وإتاحة الموارد بما يعادل حجم التحدي.
إعادة البناء بشكل أفضل
يتطلب إعادة البناء بشكل أفضل في أعقاب هذا الوباء نهجًا شاملاً متعدد القطاعات ومراعيًا للنوع الاجتماعي. يتطلب التعافي من الأوبئة نقلة نوعية تتمثل في: إسكات البنادق؛ وإسماع أصوات النساء والفتيات وجميع الناجيات؛ والتحرك بجرأة نحو تحقيق المساواة بين الجنسين ومعالجة الأسباب الجذرية للنزاع؛ والاستثمار في الرفاه العام عوضا عن الاستثمار في أدوات الحرب، من خلال تقليل الإنفاق العسكري وتقوية المؤسسات؛ وتحويل نموذج الأمن بما يخدم تحقيق تعزيز الأمن البشري وقدرة الأفراد والمجتمعات على الصمود أمام الصدمات الاجتماعية والبيئية والاقتصادية.
الترويج لعقد اجتماعي جديد
لا ينبغي أن يهدف التعافي العالمي (المراعي للنوع الاجتماعي) من جائحة كورونا إلى العودة إلى الحالة التي سادت قبل الجائحة. وعوضا عن ذلك، ينبغي أن يسعى إلى تعزيز عقد اجتماعي جديد يمنع حصول من في السلطة على امتيازات فوق القانون، ويمنع عجز من يقع تحت حماية القانون، وأن يكون الهدف النهائي هو تحقيق المساواة والعدالة الحقيقية. وهو ما يستلزم اتخاذ إجراءات حاسمة للتخفيف من المخاطر ومنع العنف الجنسي، وضمان عدم تخلف أحد عن ركب الجهود المبذولة للاستجابة لهذا التحدي.
يجب أن تكون الاستجابات شاملة ومتعددة القطاعات ومناسبة للعمر ومرتكزة على الناجين، بما في ذلك الرعاية الطبية المنقذة للأنفس وخدمات الصحة الجنسية والإنجابية والدعم النفسي والاجتماعي والمساعدة في كسب الرزق ودعم إعادة الإدماج الاجتماعي والاقتصادي والحصول على العدالة والإنتصاف. يجب أن يصل شمول الخدمة إلى الناجين في المناطق الريفية والنائية والحدودية، فضلا عن مخيمات اللجوء والنزوح

COVID-19 containment measures have exacerbated the chronic vulnerability—due to standardization, insecurity, fear of reprisals, and lack of services—in reporting conflict-related sexual violence. Closures, curfews, quarantines, fears of infection or transmission of the virus, restrictions on movement, limited access to services and safe spaces—shelters closed and clinics prioritized to respond to the epidemic—have further complicated existing structural, institutional, social and cultural barriers to reporting.
Proactive measures to foster an enabling environment for survivors to come forward safely and seek redress are more urgent than ever.
The pandemic has exposed the intersecting facets of the inequality that plagues our societies, exacerbated by conflict, displacement and institutional fragility. The only solution to these overlapping ills is to possess political determination and make available resources equivalent to the challenge.
Rebuild better
Building back better in the wake of this pandemic requires a comprehensive, gender-sensitive, multi-sectoral approach. Recovering from epidemics requires a paradigm shift: silencing the guns; making the voices of women, girls and all survivors heard; moving boldly towards achieving gender equality and addressing the root causes of conflict; investing in public welfare rather than in instruments of war, by reducing military spending and strengthening institutions; Transforming the security paradigm to enhance human security and the ability of individuals and societies to withstand social, environmental and economic shocks.
Promoting a new social contract
The global (gender-sensitive) recovery from the COVID-19 pandemic should not aim at a return to the pre-pandemic state. Instead, it should seek to promote a new social contract that prevents those in power from obtaining privileges above the law, prevents the impotence of those under the protection of the law, and with the ultimate goal of achieving equality and true justice. This calls for decisive action to mitigate risks, prevent sexual violence, and ensure that no one is left behind in efforts to respond to this challenge.
Responses should be comprehensive, multisectoral, age-appropriate and survivor-centred, including life-saving medical care, sexual and reproductive health services, psychosocial support, livelihood assistance, support for social and economic reintegration and access to justice and redress. Service coverage must reach survivors in rural, remote and border areas, as well as refugee and displacement camps.
