أطفال الشوارع ضحايا يستحقون الرعاية أكثر مما يستحقون الإدانة

تفاقمت في الآونة الأخيرة مشكلة أطفال الشوارع بشكل خطير في العالم، وبالخصوص في الكثير من بلادنا العربية حتى أصبحت بمثابة القنبلة الموقوتة التي ينتظر إنفجارها بين حين وآخر، ولقد وصانا الإسلام على رعاية الأطفال وخاصة اليتامى والمشردين وجعل الأمة كلها مسؤولة مسؤولية مباشرة عن رعاية هؤلاء الأطفال .. وهؤلاء الأطفال في تزايد مستمر مما يجعلهم عرضة لتبني السلوك الإجرامي في المجتمع.
ومن أهم الأسباب الرئيسية لهذه المشكلة هي :
1- الفقر
2- البطالة
3- التفكك الأسري
4- إيذاء الطفل
5- الإهمال
6- التسرب من المدارس
7- عمل الأطفال
8- عوامل أخرى إجتماعية نفسية لها صلة بالمحيط الإجتماعي أو شخصية الطفل..
ويتعرض هؤلاء الأطفال لرفض المجتمع لكونهم أطفالا غير مرغوب فيهم في مناطق مجتمعات معينة بسبب مظهرهم العام وسلوكهم .. بالإضافة إلى تعرضهم لمشكلات صحية مختلفة، ومشكلات نفسية بسبب فشلهم في التكيف مع حياة الشارع .. وتعتبر الدولة مسؤولة عن رعاية الأطفال الذين لا يعرف لهم أهل سواء كانوا يتامى أو لقطاء أو هجروا بيوتهم نتيجة ظروف قاسية.. والدولة هنا يمثلها ولي الأمر في كل منطقة فهم من رعية ولي الأمر هذا وكل راع مسؤول عن رعيته.. ولذا يجب الإهتمام بالوضع الإجتماعي لهذه الرعية وإنشاء الكثير من الدور التي يكون عليها إشراف دقيق لرعاية هؤلاء الأطفال أو وضع البعض منهم إذا زادوا على الاستطاعة عند أسر تتولى رعايتهم ويصرف0 لهذه الأسر مقابل مادي بشرط الرقابة الشديدة أيضا على وضع هؤلاء الأطفال في هذه الأسر.
لقد أصبحنا نسمع عن قطاع من البشر يطلق عليهم أطفال الشوارع وهي كلمة لها دلالتها.. ودلالة هذه الكلمة منحصرة في أن نوعا من الأطفال نشأوا في بيئة لا نسب فيها ولا صهر حيث أصبح الشارع لكل طفل أمه وأباه وما الشارع إلا هذا الفضاء الذي ربما لا ينحصر من ناحية الطول وانحصاره عرضا لا يوفر أمنا ولا أمانا، إنها كلمة معبرة على كل حال وما تدل عليه هذه الكلمة إنما هي بيئة شاذة تعد لونا شديدا من ألوان العقوبة يقذف بها الله على كل من أدار ظهره لمنظومته التشريعية في مجال الأسرة. إننا إذا تأملنا هؤلاء الأطفال فسنجدهم نوعا من القنابل الموقوتة والمعقدة في الوقت نفسه وهذا النوع من القنابل يعد من الصناعات السيئة التي لا كوابح لها ولا قدرة لأحد على التحكم فيها.
إن أول ما يخرج به الطفل من أطفال الشوارع على أمته هذا الجانب النفسي المعقد الذي يشعر صاحبه بالظلم والحرمان من غير ذنب جناه ومن غير جريمة ارتكبها، ثم هو في الوقت نفسه لم يتدرب على منظومة إجتماعية معينة لا في مجال الأخلاق ولاضوابط السلوك ولا في مجال الإنتماء لوطن أو لأمة أو نظام فهو كالشوارد الحرة لا يعرف إلا الحرية الطبيعية، أما الحرية الإجتماعية التي يمنحها له النظام فهو ليس له منها شيء، وهو معذور في ذلك كله من غير أن يكون لأحد سبيل إلى توجيهه وإصلاحه…كما إن أطفال الشوارع يصابون بالقلق والتبول اللاإرادي إلى جانب بعض الأمراض النفسية الأخرى مثل الاكتئاب والعصبية والحقد على المجتمع، لأنهم يشعرون بعدم الأمان والظلم، أما من الناحية الجسدية فهؤلاء الأطفال معرضون لحوادث سيارات أو اغتصاب أو تعلم عادات سيئة مثل التسول والسرقة وإدمان المخدرات… كما إن أطفال الشوارع بالرغم من أنهم يعيشون في المدن الكبيرة إلا أن معظمهم مصابون بمرض العزلة الإجتماعية الذي يعد من أخطر الأمراض التي تهدد المجتمعات الحديثة في العالم، لأنه يؤدي إلى انحسار الشخص في نفسه ويشعر بأنه مهمش ولا قيمة له في الدنيا ويفقد التخطيط للمستقبل ويسير في الشوارع بلا هدف ويفقد علاقته بالمجتمع ويعيش في جماعات وعصابات تلتزم بأخلاقيات الشارع وبالتالي يشكل خطورة كبيرة على المجتمع.
والأن تقدم الأكاديمية الدولية للسلام وحقوق الإنسان والطفل والمرأة برئاسة السفير العالمي الدكتور نسيم صلاح ذكي بعض الحلول للقضاء علي مشكلة أطفال الشوارع والمتسولين وهي :
1- إقامة دور رعاية لائقة تؤمن وتوفر الحياة الكريمة لهؤلاء
2- تعليمهم حرفة أو مهنة من فروض الكفايات في المجتمع
3- الضرب بشدة على عصابات التسول التي تتاجر بهؤلاء الأحداث استدرارا للعطف.
4- النزول إليهم في مكان تجمعهم وتقديم الخدمة الصحية والغذائية والرعاية الإجتماعية لهم
5- تأهيل هؤلاء الأطفال وتعليمهم مهنا مختلفة أو إلحاقهم بمدارس مفتوحة
6- الكشف عن العوامل البيئية والأسرية والإجتماعية التي أدت إلى تنامي هذه الظاهرة.
7- ضرورة تطوير البرامج في بلادنا العربية
8- مكافحة الفقر وتحسين وضع مكاتب الاستشارات الأسرية
9- تفعيل نظام الضمان الإجتماعي
10- إنشاء مراكز تأهيل مهني ونفسي واجتماعي للأطفال
11- ضرورة حماية الأطفال الموجودين في الشارع من خلال التعامل معهم في الشارع نفسه
12- تفادي المخاطر التي يتعرضون لها، وجذبهم تدريجياً إلى الرجوع إلى أسرهم
13- تشجيعهم على ارتياد المؤسسات الإجتماعية في حالة عدم التمكن من إعادتهم إلى أسرهم أو لأسر بديلة
14- تفعيل دور الإعلام لرفع الوعي وتوعية الرأي العام بأهمية التصدي للمشكلة في مرحلة مبكرة
15- عدم عد هؤلاء الأطفال مجرمين، بل ضحايا يستحقون الرعاية أكثر مما يستحقون الإدانة.

In recent times, the problem of street children has worsened dangerously in the world, especially in many of our Arab countries, until it has become a ticking bomb that is expected to explode from time to time, and Islam has instructed us to take care of children, especially orphans and the homeless, and make the whole nation directly responsible for the care of these children. These children are constantly increasing, which makes them vulnerable to adopting criminal behavior in society.
Among the main causes of this problem are:
1- Poverty
2- Unemployment
3- Family disintegration
4- Harming the child
5- Neglect
6- School dropout
7- Child labor
8- Other socio-psychological factors related to the social environment or the child’s personality.
These children are exposed to community rejection because they are unwanted children in certain community areas because of their general appearance and behavior .. in addition to their exposure to various health problems and psychological problems due to their failure to adapt to street life .. The state is responsible for caring for children for whom no parents are known. They were orphans or maimed, or abandoned their homes as a result of harsh conditions .. and the state here is represented by the guardian in every region. They are from the parish of this guardian and every shepherd is responsible for his flock .. Therefore, attention must be paid to the social situation of this parish and the establishment of many houses that have careful supervision to take care of These children, or the birth of some of them, if they exceed the ability of families who take care of them, and 0 for these families will be paid in return for money, provided that the situation of these children in these families is also closely monitored.
We have come to hear about a sector of people called street children, a word that has its connotation … and the significance of this word is limited to the fact that a type of children grew up in an environment in which there is no lineage or son-in-law, where every child has become his mother and father, and the street is nothing but this space that may not be confined. In terms of length and its limitation to a width that does not provide security or safety, it is an expressive word in any case, and what this word indicates is an abnormal environment that is a severe color of punishment that God throws at everyone who turns his back on his legislative system in the area of the family. If we contemplate these children, we will find them a kind of ticking and complicated bombs at the same time. This type of bomb is one of the bad industries that have no brakes and no one can control them.
The first thing that a child brings out from street children to his ummah is this complex psychological aspect in which the owner feels injustice and deprivation without the guilt of his perpetrator and without a crime he committed, and then at the same time he is not trained in a specific social system, neither in the field of morals, the disciplines of behavior, nor in the field of belonging. For a nation, a nation, or a regime, it is like free strays and knows nothing but natural freedom. As for the social freedom that the regime grants it, it has nothing of it, and it is excused for all of that without anyone having a way to direct it and reform it … just as street children are anxious. Bedwetting is along with some other mental illnesses such as depression, nervousness, and hatred for society, because they feel insecure and injustice, as for the physical aspect, these children are exposed to car accidents, rape, or learn bad habits such as begging, theft and drug addiction … and street children in spite of They live in big cities, but most of them suffer from the disease of social isolation, which is one of the most dangerous diseases that threaten modern societies in the world, because it leads to a person’s decline in himself and feels that he is marginalized and worthless in the world and loses step He seeks the future, walks in the streets aimlessly, loses his relationship with society, and lives in groups and gangs that adhere to the ethics of the street, and thus poses a great danger to society.
Now the International Academy for Peace, Human Rights, Children and Women, headed by the global ambassador, Dr. Nassim Salah Zaki, offers some solutions to eliminate the problem of street children and beggars, namely:
1- Establishing decent care homes that secure and provide a decent life for these people
2- Teaching them a craft or profession is one of the duties of competencies in society
3- Beating hard on begging gangs that trade in these juveniles out of sympathy.
4- Going to them at their gathering place and providing them with health, food and social care services
5- Qualifying these children and teaching them different professions or enrolling them in open schools
6- Exposing the environmental, family and social factors that led to the growth of this phenomenon.
7- The necessity of developing programs in our Arab countries
8- Combating poverty and improving the status of family counseling offices
9- Activating the social security system
10- Establishing vocational, psychological and social rehabilitation centers for children
11- The need to protect children on the street by interacting with them on the street itself
12 – Avoiding the risks to which they are exposed, and gradually attracting them to return to their families
13- Encouraging them to attend social institutions in the event that it is not possible to return them to their families or alternative families
14- Activating the role of the media to raise awareness and educate the public about the importance of tackling the problem at an early stage
15- These children are not considered criminals, but rather victims who deserve care more than they deserve condemnation.
