المعرضين لخطر تعطل العملية التعليمية في اليمن قد يصل إلى 6 ملايين طفل

أكثر من مليوني طفل في سن التعليم منقطعين حاليا عن الدراسة في اليمن ثلثي العاملين في التدريس – أي ما يزيد عن 170,000 معلم – لم يتقاضوا رواتبهم بصفة منتظمة منذ أربع سنوات
صنعاء، 5 يوليو 2021 – بعد انقضاء ستة أعوام، أصبحت العملية التعليمية لأطفال اليمن أحد أكبر ضحايا استمرار النزاع المدمر فعندما يتعرقل التعليم: تأثير النزاع على تعليم الأطفال في اليمن”، المخاطر والتحديات التي يواجهها الأطفال حال انقطاعهم عن الدراسة، والإجراءات العاجلة اللازم اتخاذها لحمايتهم.
يقول فيليب دواميل، ممثل يونيسف في اليمن: “يعتبر الحصول على تعليم جيد من الحقوق الأساسية لكل طفل، بما في ذلك الفتيات والأطفال النازحين وذوي الاحتياجات الخاصة”. وأضاف: “يتسبب النزاع بآثار بالغة على كافة جوانب حياة الأطفال، غير أن إمكانية الحصول على التعليم يوفر لهم إحساسا بالحياة الطبيعية حتى في ظل أقسى الظروف، كما يحميهم من شتى أصناف الاستغلال. لذلك يعد استمرار الأطفال في المدارس أمرا بالغ الأهمية لمستقبلهم ومستقبل اليمن”.
كما يسلط التقرير الضوء على حقيقة أن انقطاع الأطفال عن الدراسة يتسبب بعواقب وخيمة سواء على حاضرهم أو مستقبلهم.
يتم إجبار الفتيات على الزواج المبكر حيث يصبحن عالقات في دوامة من الفقر وإهدار لقدراتهن. كما أن البنين والبنات أكثر عرضة لممارسات الإكراه على عمالة الأطفال أو تجنيدهم في القتال، حيث تم خلال السنوات الست الماضية تجنيد أكثر من 3600 طفل في اليمن.
ومما يزيد الطين بلة أن ثلثي المعلمين في اليمن – أي أكثر من 170 ألف معلم – لم يتقاضوا رواتبهم بصفة منتظمة منذ أكثر من أربع سنوات بسبب النزاع والانقسامات الجغرافية والسياسية في البلاد، مما يعرض حوالي أربعة ملايين طفل آخر لخطر تعطل العملية التعليمية أو الانقطاع عن الدراسة بسبب توقف المدرسين الذين لا يتقاضون رواتبهم عن التدريس بغرض البحث عن طرق أخرى لإعالة أسرهم.
يصبح الأطفال الذين لا يكملون تعليمهم عالقين في دوامة مستديمة من الفقر، وفي حال عدم توفر الدعم المناسب للأطفال المنقطعين عن الدراسة أو الذين تسربوا من المدارس مؤخرا فقد لا يعودون إلى المدارس مطلقا.
إن الآثار الناجمة عن استمرار النزاع بالإضافة الى الهجمة الأخيرة على التعليم المتمثلة في جائحة كورونا سيكون لهم آثارا مدمرة وطويلة الأمد على العملية التعليمية والسلامة النفسية والبدنية للأطفال والمراهقين في اليمن.
تدعو يونيسف في التقرير كافة الأطراف المعنية إلى مساندة حق الأطفال في التعليم والعمل سوياً من أجل تحقيق سلام دائم وشامل في اليمن. ويشمل ذلك وقف الاعتداءات على المدارس – تم تسجيل 231 اعتداء على المدارس منذ مارس 2015 – وضمان حصول المعلمين على دخل منتظم حتى يتمكن الأطفال من مواصلة التعليم والنمو، وأن تدعم الجهات المانحة برامج التعليم في اليمن بالتمويل طويل الأجلUp to 6 million children are at risk of disrupting the educational process in Yemen

Sana’a, 5 July 2021 – Six years later, the education process for Yemen’s children has become one of the biggest victims of the continuing devastating conflict. When education is disrupted: The impact of conflict on children’s education in Yemen, risks and challenges faced by children if they drop out of school, and urgent measures needed to protect them .
“Access to a quality education is a fundamental right of every child, including girls, displaced children and people with special needs,” says Philip Doamel, UNICEF Representative in Yemen. He added, “The conflict has severe impacts on all aspects of children’s lives, but access to education provides them with a sense of normalcy even under the harshest conditions, and protects them from all kinds of exploitation. Therefore, keeping children in school is critical to their future and the future of Yemen.” .
The report also highlights the fact that children’s dropping out of school has dire consequences for both their present and their future.
Girls are forced into early marriage as they become trapped in a cycle of poverty and squandering their potential. Boys and girls are also more vulnerable to coercive practices of child labor or recruitment into the fighting. Over the past six years, more than 3,600 children have been recruited in Yemen.
To make matters worse, two-thirds of teachers in Yemen – more than 170,000 teachers – have not received their salaries regularly for more than four years due to the conflict and geographical and political divisions in the country, which puts about four million other children at risk of educational disruption or dropping out. Because unpaid teachers stop teaching in order to find other ways to support their families.
Children who do not complete their education are caught in a perpetual cycle of poverty, and if appropriate support is not provided for children who have dropped out of school or who have recently dropped out of school, they may never return to school.
The effects of the continuation of the conflict, in addition to the recent attack on education represented by the Corona pandemic, will have devastating and long-lasting effects on the educational process and the psychological and physical safety of children and adolescents in Yemen.
In the report, UNICEF calls on all concerned parties to support children’s right to education and to work together to achieve a lasting and comprehensive peace in Yemen. This includes stopping attacks on schools – 231 attacks on schools have been recorded since March 2015 – ensuring teachers have a regular income so that children can continue to learn and grow, and that donors support education programs in Yemen with long-term funding
