فرصة مهمة لتجديد التزام المجتمع الدولي باستقلال ليبيا

قال المبعوث الخاص للأمين العام، ورئيس بعثة الأمم المتحدة للدعم في ليبيا (أونسميل)، يان كوبيش، إن المؤتمر الدولي الثاني حول ليبيا (برلين 2) “يمثل فرصة مهمة لتجديد التزام المجتمع الدولي باستقلال ليبيا وسيادتها وسلامة أراضيها”.
جاء ذلك في بيان صادر اليوم الخميس عن بعثة أونسميل رحب فيه كوبيش بنتائج برلين 2 التي أقرتها الدول الأعضاء والمنظمات المشاركة يوم أمس الأربعاء، في المؤتمر المنعقد في العاصمة الألمانية، برلين، معربا أيضا عن تقديره للمستشارة الألمانية، السيدة أنغيلا ميركل، والحكومة الفيدرالية ممثلة بوزير الخارجية، هيكو ماس، لاستضافة المؤتمرين الأول والثاني حول ليبيا.
وفي بيانه اليوم، أشاد المبعوث الخاص بالجهود الجماعية لجميع الدول الأعضاء والمنظمات الإقليمية والدولية والرامية إلى مساعدة الشعب الليبي في سعيه لتحقيق الوحدة والسلام والاستقرار والازدهار لأجياله القادمة. كما رحب بمشاركة ليبيا كعضو في مؤتمر برلين ممثلة برئيس وزراء حكومة الوحدة الوطنية المؤقتة، عبد الحميد الدبيبة.
هناك المزيد الذي يتعين القيام به
وأشار السيد كوبيش إلى التقدم الكبير الذي تم إحرازه منذ انعقاد مؤتمر برلين الأول في كانون الثاني/ يناير 2020.
وقال المبعوث الخاص إن ما انبثق عن المؤتمر أدى إلى إنهاء النزاع المسلح في ليبيا وتوقيع اتفاق وقف إطلاق النار وإنشاء سلطة تنفيذية مؤقتة موحدة.
“ومع ذلك، ما يزال يتعين القيام بالمزيد لتعزيز هذا التقدم وضمان الاستقرار والسلام المستدامين في ليبيا”، بحسب السيد كوبيش، من أجل معالجة الأسباب الجذرية للنزاع بالإضافة إلى تعزيز السيادة الليبية والبناء على التقدم المحرز واستعادة السلام والازدهار لجميع الليبيين.
أهمية الانتخابات ووقف إطلاق النار لاستقرار ليبيا
وبحسب مخرجات برلين 2 وأيضا قرار مجلس الأمن 2570 (2021)، يتعين إجراء الانتخابات الرئاسية والبرلمانية الوطنية في 24 كانون الأول/ديسمبر 2021 وقف الموعد المحدد في خارطة الطريق التي تبناها ملتقى الحوار السياسي الليبي في تونس في تشرين الثاني/نوفمبر 2020.
وقال كوبيش إن إجراء الانتخابات والتنفيذ الكامل لاتفاق وقف إطلاق النار “أمران حتميان” لاستقرار ليبيا.
وفي هذا السياق، شدد على أهمية معالجة جميع انتهاكات وتجاوزات حقوق الإنسان وكذلك انتهاكات القانون الإنساني الدولي.

The Special Envoy of the Secretary-General and Head of the United Nations Support Mission in Libya (UNSMIL), Jan Kubis, said that the Second International Conference on Libya (Berlin 2) “represents an important opportunity to renew the international community’s commitment to Libya’s independence, sovereignty and territorial integrity.”
This came in a statement issued today, Thursday by the Unsmil mission, in which Kubis welcomed the results of Berlin 2 approved by the member states and participating organizations yesterday, Wednesday, at the conference held in the German capital, Berlin, expressing also his appreciation to the German Chancellor, Mrs. Angela Merkel, and the federal government represented by the Minister Foreign Ministry, Heiko Maas, to host the first and second conferences on Libya.
In his statement today, the Special Envoy praised the collective efforts of all Member States and regional and international organizations aimed at assisting the Libyan people in their quest to achieve unity, peace, stability and prosperity for their future generations. He also welcomed the participation of Libya as a member of the Berlin Conference represented by the Prime Minister of the Interim Government of National Unity, Abdel Hamid Dabaiba.
There is more to be done
Mr. Kubis noted the significant progress that had been made since the first Berlin Conference in January 2020.
The Special Envoy said that what emerged from the conference led to the end of the armed conflict in Libya, the signing of the ceasefire agreement, and the establishment of a unified interim executive authority.
“However, more remains to be done to consolidate this progress and ensure sustainable stability and peace in Libya,” said Mr. Kubis, in order to address the root causes of the conflict as well as to enhance Libyan sovereignty, build on the progress made, and restore peace and prosperity to all Libyans.
The importance of elections and a ceasefire for the stability of Libya
According to the outputs of Berlin 2 as well as Security Council Resolution 2570 (2021), the national presidential and parliamentary elections should be held on December 24, 2021, to stop the date set in the road map adopted by the Libyan Political Dialogue Forum in Tunisia in November 2020.
Kubis said the holding of elections and the full implementation of the ceasefire agreement are “inevitable” for Libya’s stability.
In this context, he stressed the importance of addressing all violations and abuses of human rights as well as violations of international humanitarian law.
He also urged the authorities to lead a process of comprehensive national reconciliation and transitional justice, based on human rights.
